Once the FTP transaction has finished, the file has been copied (or moved).
If I understand your question, your changes involve DNS changes that can take a while to “propogate” It could take several hours to several days, tho hours is usually more likely in my experience.
If instead you mean that you’ve uploaded files to a site that is otherwise up and running but your pages aren’t showing the update, well, clear your caches. That should be immediate.
