Actually, getting your own web hosting company is quite easy at this day and age.
1. You can get a dedicated server and host your own services there. Try http://bestdedicatedserver.org
2. You can get a reseller hosting account. Check http://bestwebhostreseller.com/
3. Become an affiliate and promote other people’s hosting
4. Get your own server and collocate at a datacenter (this is the most tedious and most expensive). Setup your own e-commerce/hosting-company website and sell the hosting plans.

As far as i know you dont need a licence,all you need is a reseller A/c for one of the Bigger hosting companies around.
